Info-communications Development Authority (IDA) of Singapore launched two public consultations on October 2, 2012:
1) Revised Technical Specification for Short Range Devices
- To allow the use of 9-315 kHz for medical & biological telemetry with field strength up to 30 dBµA/m @ 10m
- to revise the field strength of induction loop devices in the band 16 – 150 kHz from 66 dBµA/m @ 3m to 66 dBµA/m @ 10m
2) Revised Technical Specification for Wireless Broadband Access Equipment
- To revise maximum transmitter output power from 2000W to 100W
- To include Technical References to include IEEE P802.16m, ETSI EN 301 908-19, ETSI EN 301 908-20 to include IMT-Advanced Requirements
Both public consultations were closed on October 16, 2012 and it is expected the final technical specification soon.

The Utilities Regulation and Competition Authority (URCA) launched a public consultation on “Draft Policy for New Spectrum Bands – 700MHz, 11GHz, 12GHz and 42GHz” last January 16, 2012. The aim of this policy is to regulate a planned opening of spectrum bands.
URCA completed the review of the Expressions of Interest submitted and taking them into account, has issued a draft policy for each band to be opened.
To remark that due to digital dividend, URCA proposes to divide the entire 700 MHz band into 18 channels of 6 MHz each, which will be allocated as blocks of either 6 MHz (unpaired) or 12 MHz (paired). The maximum assignment per operator in the 700 MHz band will be 2 blocks.
Related to the other frequency bands, propositions are as follows:
- The 11 GHz band is opened for fixed, point to point services, with a channelling arrangement the same as ITU-R F.387-10, recommendation 1.2. URCA notes that this plan is also adopted by the Federal Communication Commission (FCC), as outlined in their Code of Federal Regulation 47, for Fixed Services.
- The 12 GHz band is opened for point to multipoint systems with a channelling arrangement consistent with the Federal Communication Commission (FCC) outline set out in the Code of Federal Regulations 47, Part 101.1405.
- 42 GHz: the licensing of the 40,500 MHz to 43,500 MHz frequency range for fixed, point-to-point microwave systems, and terrestrial broadband fixed wireless access systems.
All interested parties are invited to submit their comments until next February 20, 2012.

Consultation for draft regulation on Importation was closed last 25 of October
The Telecommunications and Radiocomunications Regulator (TRR) will release final document once reviewing all feedbacks in due course.
A final regulation is expected by early next year.
By determination of 17 October 2011, ANACOM (Autoridade Nacional de Comunicaçoes) has given approval to the Auction Regulation for the allocation of rights of use of frequencies in the 450 MHz, 800 MHz, 900 MHz, 1800 MHz, 2.1 GHz and 2.6 GHz bands.
ANACOM will make the allocation of a maximum of 39 rights to use frequencies for the provision of electronic communications services in the frequency above bands, through an auction, considered the most appropriate procedure for this assignment.
This Regulation defines the auction procedures and the conditions that are related to rights of use of frequencies assigned to it in the following ranges:
a) 455,80625 – 457,45 MHz / 465,80625 – 467,45 MHz (450 MHz);
b) 790 – 862 MHz (800 MHz);
c) 880 – 890 MHz / 925 – 935 MHz (900 MHz);
d) 1710 – 1785 MHz / 1805 – 1880 MHz (1800 MHz);
e) 1900 – 1910 MHz (2,1 GHz);
f) 2500 – 2690 MHz (2,6 GHz).

The State Commission for Radio Frequencies (SCRF) in Russia approved a draft decision on the use and implementation of radio spectrum for LTE standard during a meeting last 8th of September.
The draft decision proposes the frequency bands 791-862 MHz, the so-called digital dividend, to provide LTE communication services using radio spectrum, on a competitive basis. According to the Ministry of Communications, the band is planned to be licensed to seven LTE operators, four of them – the winners of the competition – will be able to build a dual-band network, three of them – single-band in the upper range.
At the meeting it was also decided to complete the research and present it in the 1st quarter 2012, offering the possibility to use the frequency bands of existing LTE network operators.
